Job summary

Oracle GS&A Global Program Controls is seeking a Project Controls Program Lead to govern cost controls across large-scale Mission Critical Data Center programs in Nashville, TN. This senior contributor will shape strategy, templates, and reporting standards to scale cost controls globally.

The ideal candidate has senior cost controls expertise, forecasting, change management, and advanced Excel-based modeling.

Qualifications

• Bachelor’s degree or equivalent practical experience in a related field.
• 8+ years in a senior Project Controls role with cost controls, forecasting, change management, and reporting on large capital projects.
• Advanced Excel skills with scalable cost models and executive-ready reports.

Responsibilities

• Develop and refine global cost controls strategy, standards, and reporting cadences across projects and regions.
• Create standardized templates for budgets, forecasts, commitments, contingency management, change control, funding requests, and executive summaries.
• Establish governance for WBS/CBS, cost codes, control accounts, budgets, forecasts, commitments, and monthly cost reporting.
• Lead budgets, cost plans, cash flows, forecasts, funding views, and cost-to-complete analyses.
• Drive disciplined monthly cost reporting with clear variances, risks, opportunities, and forecast changes.
• Build advanced Excel-based and AI-enabled tools, trackers, and templates for consistent, auditable reporting.
• Support change control with scope changes, cost impacts, pricing, and negotiation strategy.
• Review contractor pricing, reconcile estimate changes, validate submissions, and provide commercial recommendations.
• Manage contingency tracking, drawdowns, releases, and leadership visibility.
• Collaborate with Design & Construction, Procurement, Finance, Scheduling, Project Controls, Engineering, Legal, and regional teams.
• Experience with P6/OPC Scheduling to inform cost activities and accelerate delivery.
• Translate complex cost data into narrative for senior leaders and non-cost audiences.
• Assist onboarding and training for teams using global cost controls processes.
