Job summary

American Councils for International Education in Washington, DC is seeking a Program Manager for the International Visitor Leadership Program (IVLP). The position is based in Washington, DC and reports to the Program Director, supervising a small team of Program Officers and Coordinators in developing and implementing itineraries for about 35 groups annually.

The role requires independent judgment, strong funder-facing communication, and comfort in a complex federal environment.

Qualifications

• Bachelor’s degree in international education, public administration, international relations, or related field is required.
• Minimum 5–7 years of experience with federally funded international programs or exchanges.
• Experience managing, motivating, and developing staff in a complex environment.
• Strong organizational and project management skills to handle multiple priorities.
• Experience working with international participants and diverse stakeholders.
• Excellent written and verbal communication skills; familiarity with grant environments.
• Proficiency in Microsoft Office applications.

Responsibilities

• Supervise up to six staff members responsible for implementing IVLP programs.
• Oversee hiring, onboarding, and ongoing staff training activities.
• Lead team goal setting and performance review processes.
• Represent the program in external meetings, briefings, and partner discussions.
• Ensure compliance with IVLP regulations and reporting requirements.
• Provide fiscal oversight for project-related expenses and budget adherence.
• Coordinate program design and implementation for multiple IVLP groups.
