Job summary

SAIC is seeking an IT Program Manager to lead a large, complex program for a U.S. Air Force customer. You will oversee ~70 staff across systems administration, network operations, Tier 2 help desk, C2, core applications, and validation teams.

Responsibilities include end-to-end program execution, planning, risk and financial management, and delivering integrated COTS/GOTS solutions into on-premise and cloud environments. Strong leadership and DoD experience required.

Qualifications

• Bachelor's degree in Program Management, Information Technology, Computer Science, Engineering, Systems Management, or related discipline.
• PMP; Security+ (or equivalent DoD baseline); CSM or equivalent Agile certification; Other industry IT/cloud certs.
• 10–15 years of progressively responsible IT program or project management experience.
• Demonstrated experience leading large, complex IT programs with software engineering, platform integration, and cybersecurity.
• Proven experience leading multi-disciplinary technical teams (50+ personnel) in DoD/Federal or similarly complex environments.

Responsibilities

• Provide overall leadership, direction, and accountability for a large IT program including software engineering, platform integration, cybersecurity, and operations.
• Lead and mentor a team of ~70 personnel across multiple functions.
• Establish program vision, objectives, and performance metrics aligned with customer requirements.
• Develop and manage program plans, schedules, staffing, and resource allocations.
• Ensure coordination across functional teams, subcontractors, and stakeholders.
• Oversee integration, testing, and deployment of COTS/GOTS apps into on-premise and cloud environments.
• Manage baselines and configuration control for systems across 26 global instances.
• Ensure solutions meet performance, security, interoperability, and sustainment requirements.
• Champion best practices in systems engineering, cybersecurity, IT service management, and CI/CD.
• Implement and refine Agile methodologies at the program level; coordinate ceremonies across teams.
• Monitor Agile metrics and adjust plans based on data-driven insights.
• Interact with Air Force program overseers and government stakeholders.
• Represent program in reviews, readiness assessments, and governance forums.
• Communicate program status, risks, and mitigation strategies to leadership.
• Build and maintain strong relationships with customer counterparts.
