Qualifications

• 15+ years relevant experience with 5+ years in Offset/Industrial Participation.
• Knowledge of DoD acquisition and U.S. Foreign Military Sales processes.
• Strong understanding of global Offset policies and frameworks (Europe, Middle East).
• Familiarity with ITAR, EAR and export controls.
• Proven government negotiation, cross-border transactions and industrial partnerships experience.
• Experience negotiating and managing complex agreements.
• Excellent organizational, communication and analytical skills.
• Ability to work independently in a fast-paced, international environment.
• Prior program management or business development experience.
• Strong leadership and risk management capabilities.
• Ability to learn new technologies and products.
• Budget management and ROI analysis for offset initiatives.

Responsibilities

• Lead the preparation, review, and execution of Industrial Participation and Offset plans, proposals, transactions and agreements.
• Negotiate offset plans and multipliers with regional stakeholders to maximize ROI.
• Support implementation and ongoing management of offset projects.
• Ensure timely, compliant fulfillment of offset commitments.
• Prepare and maintain reports and records for offset obligations.
• Track progress toward existing offset commitments and assist program managers.
• Coordinate with contracting and export compliance teams to facilitate offset execution.
• Collaborate with stakeholders across regions to meet country-specific requirements.
• Maintain offset project bank and documentation across programs.
