Insitu, a Boeing company, seeks a strategic leader to drive Global Industrial Participation and Offset programs. Qualifications

• 15+ years relevant experience with 5+ years experience with Offset and/or Industrial Participation.
• Knowledge of DoD acquisition and U.S. Foreign Military Sales processes.
• Strong understanding of global Offset policies and frameworks (Europe, Middle East).
• Deep familiarity with international trade regulations (ITAR, EAR).
• Proven experience in government negotiations, cross‑border transactions, and industrial partnerships.
• Expertise in negotiating, structuring, and managing complex agreements.
• Excellent organizational skills, attention to detail, and communication abilities.
• Demonstrated project management and analytical skills.
• Ability to work independently and support multiple stakeholders in a fast‑paced, international environment.
• Prior experience in program management or business development.
• Strong leadership qualities, proficiency in program management methodologies, government collaboration, and risk management.
• Ability to quickly learn new technologies and products.
• Ability to manage budgets for offset projects, analyze cost structures, and perform ROI and investment analyses for offset initiatives.

Responsibilities

• Strategy collaboration across functional teams to support Industrial Participation and Offset strategies.
• Develop, update, and maintain Industrial Participation and Offset policies and procedures.
• Establish long‑range offset strategies tailored to countries and product lines.
• Identify and evaluate potential in‑country partners for offset initiatives.
• Translate requirements into actionable business and investment plans.
• Establish local content, technology transfer, and economic impact objectives.
• Monitor and report on global trends and regulatory changes.
