Job summary

Nakupuna Companies seeks a National Health Data Systems Advisor to support U.S. Department of State global health policy and foreign affairs objectives.

The role focuses on strengthening partner-country health data architectures and enabling secure, timely data exchange across ministries and partners. The advisor will guide modernization efforts, ensure sustainability and local ownership, and provide training on data governance, privacy, and quality assurance in line with U.S.

Qualifications

• Master’s level education in public health, health informatics, information systems or related field.
• Minimum seven years working with health data systems, digital health platforms, or public health informatics.
• Experience collaborating with governments or international organizations.

Responsibilities

• Provide expertise in digital health assessments and alignment with U.S. Government guidance.
• Assist country teams with digital health planning, enterprise architecture, and data systems transition.
• Advise on modernization of digital health platforms and interoperability standards (HL7, FHIR, ICD/LOINC).
• Provide training on data governance, privacy, and security to health ministries and labs.
• Develop strategies to align national data systems with U.S. strategic health priorities.
• Coordinate with partner agencies, donors, and global partners for harmonized data system strengthening.
• Identify digital health innovation opportunities suitable for partner countries.
• Monitor progress, challenges, and outcomes of data system improvements.
