Qcells Georgia, Inc. is seeking a detailed and bilingual Global Payroll & Benefits Specialist to oversee expatriate payroll, benefits, and global mobility programs across the U.S.

and Korea, ensuring accurate, timely, and compliant compensation delivery. Based in Cartersville, GA, you will manage day-to-day payroll processing, benefits enrollment, and cost controls, coordinating with HQ, external vendors, and tax counsel.

Qualifications

• Bachelor's degree required in related field.
• 0–5 years in payroll, global mobility, or HR.
• Fluency in English and Korean (written and spoken).

Responsibilities

• Process and administer dual/shadow expatriate payroll with accurate tax withholding in SK and US.
• Audit payroll before/after processing; verify bonuses, foreign service premiums, housing allowances, and COLA.
• Track COLA, foreign service premiums, and housing allowances with global mobility providers.
• Manage Certificate of Coverage (Totalization Agreement) applications to avoid dual social security tax liability.
• Oversee expatriate benefits enrollment including health insurance and relocation packages.
• Verify total reward structures and approvals for expatriate allowances (tuition support, housing, vehicle allowances).
• Coordinate payroll data exchange between HQ and local operations; maintain audit-ready records.
• Prepare monthly/quarterly reports on expatriate payroll costs and benefits usage.
