Job summary

eBay is seeking a Director – Export Controls & Trade Compliance to lead the global program and partner with Legal, Product, Engineering, Shipping, Risk, and Government Relations to embed scalable controls across the platform.

You will oversee policy development, risk assessments, licensing, and escalation protocols for EAR, ITAR, and AECA, build a high‑performing team, guide regulatory-change management, training, and investigations, and advise on new products and geographic expansion.

Qualifications

• Twelve+ years in export controls or related compliance.
• Experience designing and operating an enterprise trade compliance program.
• Deep knowledge of EC, EAR, AECA, ITAR.
• Knowledge of CCL, EAR99, US Munitions List, licensing.
• Experience applying trade regulations to tech platforms and marketplaces.
• Ability to translate complex requirements into practical processes.
• Experience with policy, training, governance, and reporting.
• Experience partnering with Product, Engineering, Operations, and Legal.

Responsibilities

• Lead enhancement and operation of the export controls and import/export compliance program.
• Assess and manage regulatory obligations across transaction and shipping models.
• Establish policies, governance, escalation protocols, and accountability.
• Conduct risk assessments of listings, products, buyers, and destinations.
• Oversee licensing, classification, and filings; escalate controlled items.
• Partner with Product, Engineering, Shipping, Operations, Risk, Legal to implement controls.
• Improve controls for freight forwarders, routing, and suspicious activity.
• Advise on new products, partnerships, and geographic expansion.
• Lead regulatory-change management, monitoring, and investigations.
• Oversee training, recordkeeping, and third-party oversight.
