Job summary

The City of Winston-Salem seeks a seasoned leader to oversee the General Services Department's business operations, budgeting, procurement, contracts, and internal controls. You will drive efficiency and effective service delivery while stewarding city resources.

You will develop operating and capital budgets, analyze financial trends, manage vendor relationships, and supervise assigned staff in a collaborative city-wide environment. This role reports to the General Services Director.

Qualifications

• Bachelor's degree in business/public administration, accounting, finance, management, or related field with supervisory/management experience.
• Progressive responsibility in budgeting, financial management, and procurement.
• Experience in local government operations preferred.

Responsibilities

• Provide leadership for departmental business operations including budgeting, financial management, purchasing, procurement, and contract administration.
• Direct development and monitoring of operating and capital budgets; analyze expenditures and revenues.
• Oversee safety, security, cemetery operations, central warehouse, custodial services, and other functions as assigned.
• Establish goals, service standards, and performance expectations; evaluate financial and operational performance.
• Supervise staff; set performance expectations and support employee development.
• Collaborate with city departments, vendors, and outside agencies to coordinate services.
• Prepare and present reports, analyses, and recommendations for leadership and councils.
• Identify opportunities to improve efficiency, controls, and customer service.
