Job summary

Intrepid Fiber is seeking a senior leader to drive pre-construction planning and market launch of new FTTH networks across emerging markets. You will oversee estimating, design, engineering and permitting, establishing cost baselines and construction-ready programs for smooth transition to construction teams.

You will coordinate with municipalities, utilities, and contractors, build repeatable market-launch playbooks, and ensure projects stay on time and within budget.

Qualifications

• 5+ years of Telecom, utility infrastructure, engineering and construction experience in ISP/OSP; FTTH planning, permitting, and ROW coordination are preferred.
• Bachelor's degree or equivalent training; relevant certificates may be considered in lieu of a degree.
• Strong experience in budgeting, cost estimation, and risk assessment for large-scale fiber projects.
• Proven ability to lead multi-disciplinary teams and coordinate with vendors, utilities, and municipalities.

Responsibilities

• Lead pre-construction planning and market launch for FTTH deployments in new markets.
• Define comprehensive plans covering delivery, costs, schedule, risk, and governance.
• Lead the pre-construction solution definition with network architecture and constructability reviews.
• Own jurisdictional groundwork: permitting, ROW, franchise and licensing agreements.
• Develop early cost models and unit-cost baselines for new markets; establish capital plans.
• Build a vendor/contractor partnership model and drive accountability across teams.
• Lead RFP processes for contractors, engineering firms, and material suppliers; finalize SOWs.
• Ensure on-time delivery of pre-construction milestones within scope and budget.
• Handoff to construction with readiness criteria and documentation package.
• Codify a repeatable market-launch playbook for faster mobilization in new markets.
• Align resources, manage risks, and report progress to stakeholders.
• Implement health and safety policies for vendors and internal teams.
• Coordinate financial controls from order-to-bill for pre-construction spend.
