Job summary

TOTE Services is seeking a Director of Fleet Safety in Jacksonville to lead the HSQE department, drive safety culture, and ensure compliance across vessels and shoreside operations.

The role oversees audits, safety programs, DOC/DSO requirements, and incident investigations while mentoring the SMS Manager and Maritime Safety Managers. A strong leadership track record in safety and marine operations is essential.

Qualifications

• Bachelor’s degree as stated in job qualifications.
• Master’s degree preferred.
• 5+ years of leadership/management at Director level.
• 5+ years of experience in safety, quality and environmental management systems.
• Shipboard experience preferred.
• Proven knowledge of marine operations and safety regulatory requirements.
• Experience with government agencies and unionized labor preferred.

Responsibilities

• Manage day-to-day department operations, staffing, performance reviews and reporting to the VP, HSQE.
• Coordinate audits and ensure compliance with regulatory requirements; align Safety Management Manager with DOC requirements.
• Oversee SQEMM direction, including DOC audits and annual management review processes.
• Prepare responses to non-conformances, incidents and investigations; approve external communications.
• Develop safety policies and procedures; determine actions for incidents and administrative failures.
• Update Emergency Response materials; support Alternate Designated Person Ashore duties if needed.
• Support Maritime Safety Managers and participate in fleet engagements.
• Oversee injury case management, investigations and corrective actions.
• Analyze safety, quality, and environmental data; prepare metrics for hearings and insurance investigations.
• Manage outgoing HSQE communications and ensure timely scheduling.
