Job summary

The City of Houston seeks a Fleet Quality Assurance Coordinator in the Fleet Management Department who thrives on detail, quality, waste reduction and positive customer experiences. This Tier 1 role can make an immediate impact and add value across in-house and outsourced fleet services.

Qualifications

  • Requires an Associate degree in Automotive Technology or certification/licensing in an automotive technology program of at least eighteen months.
  • Seven years of equivalent automotive and/or heavy equipment maintenance and repair experience.
  • Ability to achieve CJIS access approval and ASE Master Technician status within 18 months.
  • Must obtain a Class A or B CDL within 90 days.
  • Preference for Lean Six Sigma, Kaizen, Just-In-Time process improvements, and ASE/EVT Master Certifications.
  • Supervisory experience and product testing experience in automotive/heavy equipment industries.

Responsibilities

  • Develops, implements, and manages quality processes for in-house fleet services.
  • Oversees outsourced fleet services to ensure industry standards and contract terms.
  • Monitors procurement quality for parts, vehicles, and equipment; tracks invoicing and delivery.
  • Monitors and verifies department performance reports and maintains quality records.
  • Performs random inspections and documents issues; tracks resolution progress.
  • Performs root cause analysis; prepares service bulletins and trains staff on resolution actions.
  • Oversees staff supervision in quality inspections and supports training functions.
  • Stays updated on automotive technology and maintenance developments; suggests improvements.
  • Works with contracts to ensure compliance and cover fleet-related needs.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The mission of the Fleet Management Department is to provide the City of Houston with best value, fleet management services. To accomplish Fleet’s mission and our vision of being recognized as the best managed fleet in the country, we are actively seeking a Fleet Quality Assurance Coordinator who thrives in attention to detail & quality, waste reduction, and positive customer experiences. The Fleet Quality Assurance Coordinator is a Tier 1 position and can make an immediate impact and add value towards the achievement of these goals.

  • Develops, implements, and manages processes to ensure in-house provided fleet services are performed in accordance with applicable regulation and meet required specifications for quality, function, and reliability. Monitors performance at each of the City of Houston garages to ensure a consistent application and performance of accepted operating procedures.
  • Develops, implements, and manages processes to ensure out-sourced fleet services are performed according to industry standards and invoiced consistent with the services provided.
  • Develops, implements, and manages processes to ensure fleet related procurements (e.g., parts, new vehicles, equipment) meet quality standards and are delivered and invoiced according to contract terms.
  • Monitors and verifies department performance reports to ensure accuracy and credibility. Oversees quality management records for the department.
  • Performs random inspections of in-house and contracted fleet services to determine adherence to quality standards. Documents and reports issues. Tracks issue resolution.
  • Evaluates actual department performance relative to strategic plans, procedures, and goals to identify and resolve discrepancies. Monitors work procedures and looks for opportunities for improvements in efficiency and effectiveness.
  • Investigates fleet related issues and events. Performs root cause analysis to identify cause and develop resolution. Prepares service bulletins and trains department staff on resolution action. Tracks and reports resolution progress.
  • Supervises associate quality assurance inspectors. Supports the department training function. Tracks and responds to client and stakeholder issues and feedback relative to department performance and quality.
  • Stays abreast of technology and maintenance developments in the automotive and heavy equipment industries. Advises department management of industry trends and makes recommendations for procedural and program improvements. Oversees product testing.
  • Works closely with the training coordinator to develop and implement internal and external training.
  • Works with contracts to oversee compliance and offer additional input to fully cover Fleet-related needs in the scope of contract terms.
WORKING CONDITIONS

Regular exposures to extreme levels of temperature, air pollution, noise pollution, chemical gases, and substances typical of automotive service garages. Occasional weekend and evening hours may be required.
Willing to travel locally between work locations to assigned City Departments and travel out-of-town on occasion as necessary for City business related matters.

EDUCATIONAL REQUIREMENTS

Requires an Associate’s degree in Automotive Technology or certification/licensing in an automotive technology program of at least eighteen months (i.e., NIASE).

EXPERIENCE REQUIREMENTS

Seven years equivalent automotive and/or heavy equipment maintenance and repair experience are required. Technical automotive and/or heavy equipment experience may be substituted for the above education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving. Ability to achieve and hold Criminal Justice Information Services (CJIS) access approval to City of Houston garages located at Houston Police Department facilities.

Must achieve and maintain ASE Master Technician status within 18-months of employment. Requires a valid Class A or B Commercial Driver's License (CDL) within 90 days of employment.

Preference will be given to applicants who have experience with the following:

  • Lean Six Sigma
  • Kaizen
  • Just-In-Time process improvements
  • ASE/EVT Master Certifications
  • Supervisory Experience.
  • Product testing in the automotive and heavy equipment industries within the last 5 years.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

SELECTION/SKILLS TESTS REQUIRED

The department may administer a skill assessment.
