Job summary

International Registries, Inc. in Annapolis seeks a Fleet Operations Flag State Specialist to conduct flag state safety inspections and oversee MSC, ISM and ISPS audits.

The ideal candidate has 3–5 years of maritime experience, a maritime degree, strong MS Office skills, and excellent verbal/written communication with U.S. and international clients. Travel about 35% is required. You will report to the Deputy Fleet Operations Manager and work with the regional office.

Qualifications

• Desirable ISM/ISPS audit experience.

Responsibilities

• perform flag state safety inspections
• conduct PSC detention-related inspections for RMI vessels
• perform Pre-Registration inspections before registration
• conduct vetting and risk assessments per desk guides
• prepare inspection reports for review and processing
• monitor and troubleshoot inspection scheduling program
• track and close deficiencies
• review inspection reports as assigned
• stand watch as Duty Officer via email/phone
• conduct MSC audits including ISM/ISPS and MLC inspection
• perform on-scene investigations for the Investigations Service Area
• coordinate with Recognized Organizations
• respond to inquiries and assist with technical queries
• perform other duties as directed by management

Job description

The Fleet Operations Flag State Specialist is primarily responsible for conducting flag state safety inspections. The Fleet Operations Flag State Specialist is expected to maintain a high degree of knowledge in the international and national rules and requirements that apply to commercial vessels, and of the Microsoft Office applications (Word, Excel, Teams, and Power Point).Additionally, the Fleet Operations Flag State Specialist must have good verbal and written communications skills when dealing with both U.S. and foreign clients. Reports directly to the Deputy Fleet Operations Manager and the head of the regional office were assigned and is responsible for the following:

Duties / Responsibilities:

• performing flag state safety inspections;
• conducting special inspections relative to PSC detentions of RMI flagged vessels;
• conducting Pre-Registration inspections on vessels prior to registration as required;
• conducting “vetting” and risk assessments on vessels in accordance with published “desk guides”;
• preparing safety inspection reports for review and processing;
• monitoring and assisting with updating and troubleshooting of the worldwide inspection scheduling program;
• tracking and closing out deficiencies;
• reviewing inspection reports as assigned;
• standing watch as a “Duty Officer” monitoring and handling cases in the duty officer email box and duty officer phone system;
• performing Management Systems Certification (MSC) audits including ISM and ISPS audits and MLC inspection in support of the MSC Service Area;
• performing on-scene investigations on RMI vessels in support of the Investigations Service Area;
• coordinating and working with Recognized Organizations acting on behalf of the RMI;
• responding to telephone and email inquiries;
• assisting with technical queries, as requested; and,
• other duties and assignments as may be given or directed by the Senior Vice President Fleet Operations, the Fleet Operations Manager, or the Deputy Fleet Operations Manager.

Travel Time%:

35% of the work week will be spent travelling, but this number could increase during the second half of the year.

Education:

Bachelor's Degree

Maritime Specific Education and Experience:

A Maritime Degree and/or practical experience onboard vessels. Experience in carrying out ISM/ISPS audits in accordance with IACS rules is desirable.

Years of Experience:

3-5 years.

Physical Requirements:

This role is physically demanding. A candidate must be able to crawl, climb, and transverse spaces on ships.
