Job summary

Civicworks is seeking a Financial Manager to oversee the fiscal administration of Maryland's CMS-funded Rural Health Transformation Program. You will manage a $168M annual budget across a 5-year period, distributed to 12+ subrecipients and numerous sub-awardees.

Based in the Maryland Department of Health Office of Rural Health in Baltimore, the role covers all financial management, compliance, reporting, budgeting, and expenditure tracking.

Qualifications

The Financial Manager oversees the fiscal administration of Maryland's newly established CMS-funded Rural Health Transformation Program, managing an anticipated $168M annual budget across a 5-year period distributed to over 12 subrecipients and numerous sub-awardees. The role handles all aspects of RHTP financial management, compliance, reporting, budgeting, and expenditure tracking, while supervising a Fiscal Manager and ensuring adherence to state and federal regulations. Based in the Maryland Department of Health Office of Rural Health in Baltimore, this position is eligible for hybrid telework and runs through September 30, 2031, subject to grant funding availability.

Key qualifications:

• Bachelor's degree from an accredited college or university and six years of administrative or professional experience, including three years at supervisory or managerial level
• Proven leadership in financial management, including overseeing staff and managing fiscal systems
• Experience with fiscal-related technical assistance and grant monitoring functions
• Knowledge of communication and collaboration with diverse stakeholders across internal teams, external partners, and multiple agencies
• Demonstrated ability to use data and performance metrics to manage operations and enhance program outcomes
