Reporting to the Deputy Director for the Office of Preparedness and Response (OP&R), this position serves as the Fiscal Services Administrator and supervisor for all budgets, grants and procurements and associated staff within OP&R. This position prepares the annual operating budget, appropriations, and quarterly projections as well as oversees federal grant budget preparation, oversight, and financial report submission. This position oversees the fiscal preparation of all grant agreements as well as supporting documentation submitted for all procurements. This position monitors all expenditures and advises on spending to date; this position researches and fiscal/procurement issues and advises on solutions.
This position functions on a 24/7 status, may need to respond to a public health emergency and provide own transportation. This position is eligible for hybrid telework, on a case-by-case basis per the Director of OP&R.
Qualified candidates must possess a Bachelor's degree from an accredited college or university, at least five (5) years of professional fiscal experience and five (5) years of supervisory or managerial experience.
Candidates may substitute additional professional fiscal work experience on a year-for-year basis for the required education.
The selected candidate must possess two (2) years experience with Maryland State appropriations budget submission process and federal grant budgets.
The desired candidate should possess experience with FMIS, ADPICS and R*Stars finance systems, approving procurements at the fiscal level in ADPICS, and tracking purchase orders, blanket purchase orders and payments using FMIS screens.
