About the Role
VFHY is preparing for a significant expansion of its statewide grantmaking. VFHY serves as the Key Implementation Partner new initiatives under the Rural Health Transformation Program (RHTP). We are seeking a full-time Rural Health Transformation Program Finance Manager to manage the financial aspects of new statewide grant initiatives supporting the health and wellness of rural Virginians.
Reporting to VFHY’s Finance & HR Manager, the Rural Health Transformation Program Finance Manager will manage the fiscal operations and help ensure that approximately $9 million in annual grant funding is implemented in compliance with federal financial regulations. The Rural Health Transformation Program Finance Manager will work as part of a collaborative VFHY team, with support from program, administrative, and senior staff.
This position is eligible for hybrid telework.

Funding and Term of Position
This position is funded directly through the Rural Health Transformation Program, a five-year federal grant. Continued employment is contingent upon the availability of funds each year
Location of Position
This position is located in downtown Richmond, Virginia and is eligible for a hybrid telework schedule after two months of satisfactory performance and the completion of a Telework Agreement

Key Responsibilities
Key responsibilities include, but are not limited to:
Fiscal Management
- Aggregate data from RHTP grantees’ invoices in Excel or other software to provide line item totals to incorporate into a reimbursement request for federal funding through DMAS
- Track expenses and develop reports as required by DMAS for RHTP funding
- Assist in maintaining an internal system in QuickBooks to track invoices received and reconciled with Virginia’s Cardinal financial management system for expenses related to RHTP for VFHY and its grantees
- Ensure the accuracy and validity of all reimbursement requests from the perspective of compliance with federal financial regulations
- In collaboration with the VFHY Finance & HR Manager, codes and processes all RHTP reimbursement requests in a timely manner in order to comply with the Commonwealth’s prompt payment requirements
- Provide documentation related to RHTP funds to an external auditor to comply with federal financial regulations
- Prepare RHTP financial reports for the Executive Director, Board of Trustees, and other agencies
- Assist in reconciling financial reports to the Cardinal Finance system and/or DMAS
- Assist staff with reimbursement processes related to RHTP funds
Technical Assistance and Compliance
- Provide technical assistance to help staff and grantees successfully comply with federal regulations related to RHTP funds
- Work closely with program staff to identify and address financial compliance
- Assist in conducting informal financial audits with staff and grantees virtually and occasionally onsite at grantees’ locations throughout Virginia
- Assist staff with purchasing activities related to RHTP to ensure compliance with the VFHY procurement manual, state procurement law, and federal regulations
- Assist in acquiring appropriate equipment and software for RHTP
- Assist grantees in eVA and EDI payment systems as needed
- Assist VFHY Program Manager with RHTP budget development for submission to DMAS for future budget years
- In future Request for Application cycles, assist with grantee budget review to ensure compliance with federal regulations
- Partner with technical assistance providers to deliver individualized support as neededCoordinate with state agencies such as DMAS and VDH and the Governor’s RHTP staff as needed
- Work with supervisor and Deputy Director to ensure understanding of and compliance with procurement law and policies and internal controls
- Complete all mandated internal trainings
Required Qualifications
Minimum Qualifications
- Bachelor’s degree in business administration, finance, accounting, or a related field, or an equivalent combination of education and relevant professional experience
- At least seven years of progressively responsible professional experience in finance or accounting
- Experience with federal, state, or private grant financial compliance and reporting
- Strong understanding of accounting principles and practices, internal controls and audit requirements
- Experience with QuickBooks or other accounting software
- Ability to develop fiscal reports
- Strong written and verbal communication skills, including the ability to communicate complex financial information clearly to diverse audiences
- Ability to occasionally travel throughout Virginia
- Ability to work onsite in downtown Richmond, Virginia, during the first two months of employment, and thereafter maintain a hybrid telework schedule with regular onsite presence in the Richmond office each week
Preferred Qualifications
- Master’s degree in business administration, accounting or finance
- Certified Public Accountant
- At least three years of experience with federal grant requirements, including 2 CFR Part 200 and applicable requirements related to subrecipient monitoring and allowable costs
- Expert level with Microsoft Excel
- Experience with Commonwealth of Virginia Cardinal financial systems highly preferred
- Experience working with an external audit firm
- Experience with Requests for Applications processes
