Job summary

Livingston County is seeking a Financial Manager to oversee the accounting and fiscal management functions for the designated appointing authority. The role requires supervision of staff, preparation of financial reports, and management of budgeting, grants, and third party reimbursements.

The ideal candidate will have a degree in accounting or related field with required credit hours, plus relevant experience and supervisory responsibilities.

Qualifications

• Bachelor’s degree in accounting, or Bachelor’s degree in business administration, economics, or a directly related field with at least 18 credit hours in accounting.
• Associate’s degree in accounting, or Associate’s degree in business administration, economics, or a directly related field with at least 18 credit hours in accounting.
• Two years of full-time, paid accounting experience with budget preparation and financial reporting (Option 1).
• Four years of full-time, paid accounting experience with budget preparation and financial reporting (Option 2).
• One year of supervisory experience within the accounting/financial staff.
• No license or certification required.

Responsibilities

• Supervises the administration of financial accounts related to the appointing authority.
• Verifies and prepares monthly financial statements and reports for federal, state, and local agencies.
• Oversees third party billing to health insurance providers, Medicare, and Medicaid.
• Devises procedures to maximize third party reimbursement.
• Oversees the reporting of expenses, revenues, vouchers, and reimbursements.
• Reviews grant expenditures and claims; approves payroll functions.
• Uses computerized systems for accounting, budgeting, and report preparation; supervises accounting staff.
• Advises on financial matters and assists in budget/grant preparation.
• Represents the appointing authority in financial matters with contracting agencies and agencies.
• Oversees tracking, management, and purchasing of equipment and office supplies inventory.
• Interacts with accounting firms; serves as the auditable contact for financial compliance checks.
• Works on special projects and performs other related duties as assigned.
