Financial Management Analyst/Comptroller
Overall Assignment Description:
Leads and serves as a member of a team that:
- Supports the Comptroller Office in the Financial Management Directorate.
- Assists the government with audit remediation.
- Supports government representatives at meetings.
Responsibilities include:
The contractor shall provide qualified support to the government in developing policies, procedures, and business process or financial management system improvements that enable agency fiscal compliance and audit remediation efforts. Primary functions include:
- Assisting in leading contract support staff.
- Developing staff packages and supporting materials.
- Preparing and delivering briefings to NGA, FM, and oversight agency senior leadership as needed.
- Developing clear and concise NGA policies and procedures related to accounting, budgeting, financial execution, fiscal law, and travel within the NGA governance framework.
- Managing agency coordination of draft financial management policies.
- Vetting policies promulgated by other NGA directorates for compliance with laws and regulations.
- Providing financial policy advice, guidance, and interpretation to NGA Components.
- Utilizing office tools to document and track fiscal law issues, taskings, and policy inquiries.
- Administering support agreements received by FM to ensure compliance and documentation of agency equities.
- Advising NGA Components on fiscal matters to ensure compliance with minimal impact to mission.
- Editing FM directorate documents for accuracy, completeness, and consistency.
- Engaging NGA Components to develop, review, and implement policies supporting audit readiness or remediation.
- Collaborating with the NGA Corporate Policy Office to prepare and coordinate draft policies for publication.
Skills and Experience:
Required:
- Bachelor's degree in accounting, finance, business management, or equivalent work experience.
- Demonstrated specialized experience in federal financial management functions such as accounting, auditing, analysis, or financial systems.
- Experience developing clear policies and procedures related to financial management.
- Experience with Momentum-based financial management systems.
Desired:
- Certified Public Accountant or Certified Government Financial Manager.
- Experience with DoD or IC financial management processes and systems.
- Experience researching and interpreting appropriations law and the Anti-deficiency Act.
- Experience reviewing and coordinating support agreements and interagency documents.
