Location: REMOTE w/ classified meetings at Navy Yard

Overview

We are seeking a Financial Management Analyst to serve as a subject matter expert supporting the Office of Financial Operations (FMO) within the Office of the Assistant Secretary of the Navy (Financial Management & Comptroller) {ASN(FM&C)}. Supports FMO in financial management planning, analysis, and execution activities. Serves as the subject matter expert and demonstrates in-depth knowledge of the U.S. Navy budget processes, systems, structures (particularly the Planning, Programming, Budgeting, and Execution (PPBE) process), and financial management policy and guidance. Applies expertise in financial management, budget, and financial systems to provide advice and guidance to budget and program officials on the preparation of reporting as well as detailed analyses of all phases of the budget process. Provides senior-level advice to the client organization on budgetary matters.

  • Supporting development of strategic and programmatic plans; analyze current and proposed business practices, perform organizational assessments, develop improved processes and procedures, and identify and track major technical and programmatic issues.
  • Development/update of strategies to support program requirements by collecting and analyzing data, preparing outlines, conducting analyses of alternatives, and conducting technical and programmatic assessments.
  • Providing financial management support for budget development, execution, and reporting using program resource, budget, planning, and financial data.
  • Conducting financial analysis and financial risk analysis, identifying, and evaluating financial risks and recommending management techniques to mitigate risk exposure.
  • Analyzing, justifying, and documenting financial resources for both current and out-year forecasts using program resource, budget, planning, and financial data.
  • Developing impact statements in response to pending resource changes and identifying mitigation strategies.
  • Supporting development of exhibits in accordance with Financial Management Regulations and supporting documentation used to support annual submissions to program stakeholders.
  • Supporting preparation of briefings, risk analyses, issue papers, point papers, and ad hoc reports to support program milestones. Assist in development of planning, programming, and execution documentation and data required for periodic data calls.
  • Generating financial status reports and assessments to identify program financial resources and shortfalls, assist in data analysis used to prepare senior leadership briefings.
  • Liaising with FMO’s acquisition personnel to ensure accurate data reporting and fiscal accountability.
  • Prepare funding execution documents, tracking and analyzing program financial transactions, and preparing obligation and expenditure phasing plans.
  • Developing financial reporting tools that track financial plans against execution using accounting data from relevant FM systems (e.g., SABRS, SMARTS, CFMS, etc.).
  • Providing analysis and expertise related to ERP transactions.
  • Collecting and analyzing obligation/expenditure information from the source and official and/or unofficial accounting records or systems.
  • Preparing technical briefings and technical responses to congressional inquiries, issue papers, summaries, and other program documentation to support program requirements.
  • Providing recommendations and initiatives to reduce overall costs, including preparing business case/cost benefit analysis.
  • Participating in reconciliation of Unliquidated Obligations and Negative Unliquidated Obligations.
  • Identifying problem disbursements and provide analyses to the Government.
  • Conducting analysis and briefings relevant to quarterly DFAS bills.
  • Responding to internal and external inquiries and requests for program information. Assessing changes to statutory and regulatory reporting requirements.

The ideal candidate will possess demonstrated capabilities in researching, collecting, and synthesizing large and complex datasets or databases and possess strong quantitative ability and a keen eye for detail and accuracy.
  • Takes initiative and exercises personal accountability for achieving high quality outcomes. Responds promptly to customer needs; solicits customer feedback to improve service; responds to requests for service and assistance; meets commitments; and adapts to changing business needs, conditions, and work responsibilities.
  • Proficient in the use of Microsoft Office products (i.e., Word, PowerPoint, and Excel), particularly Excel where superior skills are required.
  • Understanding of DON budget processes, systems, structures, policy, and guidance required. Familiarity with PBIS, STARS, SABRS and other budget tools necessary.
  • Familiarity with Navy financial management with demonstrated knowledge and competence in accounting statutory and regulatory requirements and best practices.
  • Supportive of and collaborates effectively with co-workers to provide high quality outcomes in support of client requirements.
  • High standards for professional conduct in dealing with co-workers and clients.

Education and Experience:

  • Bachelor’s degree or higher in finance, accounting, business administration or data science/analytics or an equivalent related field from an accredited institution.
  • 3+ years of progressive financial management experience in Department of Navy or Department of Defense (DoD). Experience should include but not be limited to Planning, Programming, Budgeting, and Execution (PPBE), program requirements and budget analysis across multiple appropriations.
  • Experience working in or directly for Navy headquarters organizations is desirable.

Military Installation Access: Position resides on a military installation or within a government facility. Candidate must be able to qualify for and maintain a Common Access Card.
