Job summary

The City of Providence seeks an Applications Programmer Analyst in the Information Technology department to analyze and support financial applications, gather requirements, and specify solutions under the CIO or designated staff.

Occasional scheduled and emergency work at night and on weekends is required, with responsibilities spanning requirements, design, testing, training, and project management across finance, HR, payroll, retirement benefits, and purchasing areas.

Qualifications

• Associates Degree or equivalent experience.
• 7+ years in a computing environment of City of Providence size and complexity.
• Knowledge of Windows Server/Client OS, ERP Platforms, Microsoft Dynamics Dev Environment, AI Coding & Support Tools, MS Office and related tools.
• Ability to translate technical info for non-technical staff.
• Familiarity with security systems, procedures and techniques.
• Strong resource organization and priority setting.
• Ability to provide technical end-user assistance and learn new systems.

Responsibilities

• Gather requirements for finance, HR, payroll, retirement benefits, and purchasing systems.
• Lead technical project implementations and evaluate system needs.
• Develop, test, support, and modify application/database systems.
• Document systems and provide user training as required.
• Design and support database systems for departments.
• Develop internal application systems and create flowcharts.
• Code review, test data preparation, testing, and implement system builds.
• Maintain current technology knowledge and perform ad-hoc reporting.
• Create user documentation and assist help desk as needed.
• Manage small to medium projects.
