Job summary

The City of Providence seeks an Applications Programmer Analyst in the Information Technology department to analyze and support financial applications, gather requirements, and specify solutions under the CIO or designated staff.

Occasional scheduled and emergency work at night and on weekends is required, with responsibilities spanning requirements, design, testing, training, and project management across finance, HR, payroll, retirement benefits, and purchasing areas.

Qualifications

• Associates Degree or equivalent experience.
• 7+ years in a computing environment of City of Providence size and complexity.
• Knowledge of Windows Server/Client OS, ERP Platforms, Microsoft Dynamics Dev Environment, AI Coding & Support Tools, MS Office and related tools.
• Ability to translate technical info for non-technical staff.
• Familiarity with security systems, procedures and techniques.
• Strong resource organization and priority setting.
• Ability to provide technical end-user assistance and learn new systems.

Job Summary

Provide analysis and technical assistance for the City’s financial applications, gather requirements, and specify solutions under the direction of City’s Chief Information Officer or designated staff.

Occasional scheduled and emergency work at night and on weekends.

Duties & Responsibilities

• For applications in the areas of finance, human resources, payroll, retirement benefits administration, and purchasing: gather requirements, specify solutions and lead technical project implementation.
• Evaluates the systems needs of staff and operating departments and recommends solutions to problems. Research commercial applications, provide functional analysis and comparisons, prepare TOC and ROI analysis, and recommend solutions.
• Develops, tests, supports, and modifies application systems and database systems
• Documents all systems designed and modified
• Provide User training as required
• Designs, builds and supports database systems required for the effective functioning of those departments
• Develops, tests and modifies internal application systems: Develops block diagrams and logic flowcharts
• Codes review, prepare test data, tests and debugs and manages implementation of system building
• Revises and updates programs as required
• Maintains technology expertise, keeping current with evolving systems analysis, programming and database technology
• Develop ad-hoc report and analysis as required
• Develop general and project specific user documentation
• Assist with help desk and user support as needed
• Responsible for management of small to medium sized projects

Minimum Qualifications

• Minimum of Associates Degree from accredited college/university or equivalent experience.
• Minimum of seven (7) years’ experience working in a computing environment similar in size and complexity to the City of Providence.
• Knowledge of a range of computer operating systems/applications including Windows Application Servers/Client OS (current versions), ERP Platforms, Microsoft Dynamics Development Environment, AI Coding and Support Tools, Microsoft Office (Current Version) and other tools and applications as determined by City IT director/CIO.
• Ability to communicate technical information to non-technical personnel.
• Knowledge of computer and/or network security systems, applications, procedures, and techniques.
• Skill in organizing resources and establishing priorities.
• Ability to provide technical assistance to end users. Ability to learn and support new systems and applications.
• Work with users requires interpersonal skills.
• Capable of providing comprehensive training.
• Must be able to perform all essential functions of the job.
