Job summary

The Rowan County Housing Authority is seeking a Finance Administrator / Human Resource Officer to lead HUD reporting, finance operations, and HR functions. This senior role oversees payroll, audits, and regulatory compliance while guiding fiscal integrity and organizational culture.

The position requires a bachelor's degree in a related field and at least five years of governmental or nonprofit finance experience, with HUD and GAAP proficiency.

Qualifications

• Bachelor's degree in accounting, finance, or related field.
• Minimum five years of governmental accounting or nonprofit finance experience.
• Experience with HUD regulations and federal grant administration.
• Knowledge of GAAP and HUD standards; familiarity with SACS or similar software.

Responsibilities

• Lead HUD financial reporting, including Monthly Financial Statements and Section 3 reporting.
• Oversee Capital Fund expenditures and regulatory compliance.
• Administer payroll, benefits, recruitment, onboarding, and employee relations.
• Serve as liaison to LGERS and insurance providers.
• Coordinate annual audits and maintain GAAP-compliant records.
• Provide budget forecasts, variance analysis, and financial reporting to leadership.
