Job summary

Raleigh Housing Authority is seeking a Director of Accounting and Financial Operations to lead financial planning, reporting, and compliance for HUD programs and real estate portfolios. You will drive budgeting, audits, and internal controls while guiding a finance team to ensure accuracy and accountability.

The role requires a strong background in fund accounting, HUD requirements, and public sector finance, with experience supervising staff and coordinating across entities to deliver timely

Qualifications

• Bachelor's degree in Accounting, Finance, or Public Administration. Master's degree, CPA, or equivalent certification preferred.
• 5-7 years of progressive accounting or financial management experience, preferably in government, municipal, or non-profit settings.
• Strong knowledge of fund accounting, financial reporting, and multi-entity consolidation.
• Working knowledge of HUD financial requirements, grant accounting, and public sector compliance standards is preferred.
• Proficiency with real estate or public sector financial systems (preferably Yardi) and MS Office Suite, particularly Excel.

Responsibilities

• Lead financial planning, budgeting, and forecasting for the agency and related entities.
• Manage timely financial statements across HUD-subsidized and non-HUD portfolios.
• Ensure close processes monthly, quarterly, and annually across all funds and entities.
• Submit HUD FDS reporting for applicable programs.
• Oversee drawdowns and transactions through HUD systems such as LOCCS.
• Oversee accounting for property operations including rent collections and expenses.
