Job summary

Markon seeks a Subcontractor Site Representative (STR) to support construction field oversight at the Naval Nuclear Laboratory’s Knolls site. The STR will manage subcontracts from conception through closeout, ensuring subcontractor performance, compliance, quality, and safety while serving as the primary interface with the contractor’s project manager.

This on-site role requires regular work at Knolls, with up to 20% remote time, and an active DOE L clearance (or secret and above).

Qualifications

• Active DOE L clearance required (or secret and above).
• Field construction experience.
• Working knowledge of OSHA requirements and related documentation.
• Ability to work independently and be self-directed.
• Strong leadership and communication skills.
• Ability to read and comprehend technical documents and drawings.

Responsibilities

• Manage construction, maintenance, and site-services subcontracts from conception through closeout.
• Implement subcontract management activities per Construction Management policies.
• Oversee subcontractor performance, compliance, quality, and safety per OSHA/site requirements.
• Ensure adherence to subcontract terms and conditions.
• Serve as primary interface with contractor project manager.
• Develop and maintain relationships with contractor teams to support contract execution.
• Provide direction to subcontractors during project execution.
• Review multidisciplinary procedures and contractor-submitted plans.
• Provide oversight of environmental, safety, and health protocols.
• Input into Project Execution Plans.
• Respond to unplanned events and conditions.
• Document subcontractor performance throughout project execution.
