Qualifications

• High school diploma or GED and 5 years in construction, or equivalent combination of education and experience.
• Valid Texas Driver’s License and clean driving record.
• Experience with QA/QC in construction or engineering.
• Ability to read, interpret, and review complex engineering plans and specs.
• Strong written and verbal communication skills.
• OSHA 10-hour Construction Safety certification or ability to obtain on hire.
• Ability to learn and interpret regulations governing capital projects.
• Ability to establish effective working relationships with contractors and stakeholders.

Responsibilities

• Perform daily on-site field observations of municipal infrastructure and facility construction projects for plan, specs and safety compliance.
• Monitor and track installation for water, sewer, drainage, roadways, parks, and public facilities.
• Provide technical support including QA/QC, cost estimate review, and design/construction updates.
• Maintain detailed documentation of field conditions, progress, and daily reports.
• Enforce quality control by identifying deficiencies and communicating corrective actions.
• Coordinate field testing of materials and workmanship and review results for spec compliance.
• Assist with contract administration by verifying quantities and reviewing change orders.
• Serve as the primary field liaison to stakeholders and participate in meetings for issue resolution.
• Perform other related duties as assigned.
