Job summary

City of College Station seeks an on-site Capital Projects Field Operations Specialist to perform daily field observations and ensure construction aligns with approved plans, codes, and safety standards. You will coordinate with project managers, contractors, and design teams while maintaining rigorous documentation.

The role requires five years in construction, a valid Texas driver’s license, and QA/QC experience.

Qualifications

• High school diploma or GED plus five years in construction or an equivalent combination of education/experience.
• OSHA 10-hour Construction Safety certification or ability to obtain upon hire.
• Ability to read, interpret, and review complex engineering plans, blueprints, survey notes, and specs.
• Excellent written and verbal communication skills.

Responsibilities

• Perform daily on-site field observations of capital projects for plan, specs, codes and safety standards.
• Monitor and track installation across water, sewer, drainage, roadways, utilities, parks, and facilities.
• Provide technical support including research, utility coordination, cost estimate review, and design updates.
• Maintain detailed documentation with field conditions, progress, and daily reports.
• Enforce quality control by identifying deficiencies, communicating actions, and verifying remediation; assist with closeout/warranty activities.
• Coordinate field testing of materials and workmanship and review results for spec compliance.
• Support design by reviewing drawings, submittals, and RFIs; contribute to constructability reviews.
• Assist contract administration by verifying material quantities and reviewing change orders.
• Serve as on-site liaison to stakeholders and participate in design/pre-construction/progress/site coordination meetings.
• Perform other related duties as assigned.
