Job summary

Infrastructure Consulting & Engineering, LLC (ICE) seeks a Construction Inspector in Virginia Beach to oversee highway construction and maintenance projects. You will monitor contractor work, ensure quality, read plans, and document daily progress while maintaining records and ensuring safety compliance.

The role requires a HS diploma and 3–7 years of related experience, plus knowledge of VDOT standards and field testing.

Qualifications

• HS diploma or equivalent required.
• 3–7 years of experience in materials, standards, and specifications related to VDOT projects.
• Knowledge of roadway, structure, and bridge construction/maintenance/repair methods.
• Experience with VDOT specs, manuals, and environmental, safety, and DBE guidelines.
• Ability to use contract management software.
• Proficient with Microsoft Office and construction management tools.

Responsibilities

• Monitor the work of contractors to ensure quality control and contract compliance for roadway, structure, and bridge construction/maintenance projects.
• Inspect and monitor contractual field work including excavations, drainage, road surfaces, and structures.
• Observe and document contractor’s daily production rates.
• Schedule work and inspection phases with the contractor’s superintendent and agency personnel.
• Observe, document and communicate with contractors regarding completion of all elements of project work.
• Take field measurements of pay items.
• Review placement of and perform tests on construction materials.
• Review lines, grades, dimensions, and elevations using standard survey equipment.
• Oversee erosion/siltation controls, work zones, and traffic control devices.
• Recommend changes to construction plans to meet field conditions or cost savings.
• Maintain project records; diaries, notebooks, as-built plans, pay quantities, and monthly estimates.
• Review DBE documentation and compliance with Federal labor requirements/regulations.
