Job summary

Witt O'Brien's LLC is seeking a Program Manager to lead FEMA program management services, ensuring strategic direction and successful delivery for disaster recovery initiatives. You will coordinate multidisciplinary teams, manage scope, schedule and budget, and serve as the primary liaison with FEMA, COR3, and clients.

The role requires seven plus years of program management experience, strong communication skills, and knowledge of FEMA grants and compliance.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business Administration, or related field.
• Seven years of progressive program or project management experience.
• Experience leading multidisciplinary teams, contractors, schedules, budgets, and client relationships.
• Knowledge of FEMA Public Assistance, disaster recovery operations, and federal grant requirements.
• Understanding of project governance, controls, risk management, quality assurance, and performance management.

Responsibilities

• Provide overall leadership, strategic direction, and operational oversight for FEMA program management services.
• Coordinate Project Managers, technical specialists, analysts, field staff, and other program personnel.
• Set and monitor program priorities, milestones, performance objectives, deliverables, and quality standards.
• Oversee program scope, schedule, budget, resources, risks, issues, and performance.
• Serve as senior-level point of contact with the client, FEMA, contractors, and stakeholders.
• Ensure compliance with FEMA requirements, federal regulations, and client policies.
• Review program reporting, dashboards, and executive briefings; manage deliverables.
• Identify and resolve program risks, issues, dependencies, and operational challenges.
• Promote accountability, collaboration, and continuous improvement across the program.
