Job summary

Capital Technology Group is seeking an experienced Proposal Manager to drive the full lifecycle of federal government proposals, from RFP release to final submission. You will craft executive summaries, manage timelines, and coordinate writers, SMEs, and reviewers across civilian and DoD opportunities.

You will apply Shipley-based processes, maintain a compliance matrix, and collaborate with BD, Pricing, Contracts, and Technical teams to deliver compliant, compelling proposals on schedule.

Qualifications

• Bachelor’s degree in English, Communications, Business, or a related field.
• 3+ years of proposal management or proposal development experience.
• Working knowledge of the FAR, DFARS, and federal procurement processes.
• Proficiency with Shipley or an equivalent proposal development methodology.
• Experience running color team reviews and structured proposal review processes.
• Strong command of Microsoft Office Suite and proposal management tools (RFPIO, Loopio, or similar).
• Exceptional writing, editing, and communication skills, with meticulous attention to detail.
• Ability to manage multiple concurrent proposals and meet tight deadlines.

Responsibilities

• Manage end-to-end development of federal RFP, RFI, RFQ, and task order responses across civilian and DoD agencies.
• Apply established proposal processes, templates, style guides, and best practices aligned with Shipley methodology, and recommend improvements.
• Work with capture managers to turn win strategy into clear themes, discriminators, and writing guidance for contributors.
• Write and edit key sections, including executive summaries, management volumes, and past performance narratives.
• Develop and maintain proposal schedules, outlines, and writing assignments, and hold contributors to milestones.
• Lead kickoff meetings, daily stand-ups, and status check-ins with authors, SMEs, and reviewers.
• Guide and support proposal coordinators, writers, and desktop publishers on assigned efforts.
• Organize and facilitate reviews, and incorporate reviewer feedback efficiently.
• Build and maintain a compliance matrix mapped to all RFP instructions and evaluation criteria.
• Ensure submissions are compliant, compelling, and delivered on time with zero defects.
• Contribute to and maintain proposal assets including the corporate library and resume bank.
• Partner with BD, Capture, Pricing, Contracts, and Technical teams to produce integrated responses.
• Report proposal status, risks, and lessons learned to leadership.
