Job summary

By Light Professional IT Services LLC seeks an experienced Proposal Manager to lead end-to-end proposal development for competitive DoD and Federal pursuits. The role manages submission-from RFP release to post-submittal activities, ensuring compliance, quality, and on-time delivery.

Hybrid role based in McLean, VA or Hanover, MD with onsite work two days per week. Ideal candidates have IT and cybersecurity proposal experience and a Secret+ clearance is preferred.

Qualifications

• 5+ years of proposal management experience for government contracting
• Experience leading cross-functional proposal teams and ensuring on-time, compliant submissions
• Strong knowledge of proposal best practices: matrices, outlines, review cycles, version control
• Advanced MS Word proficiency; familiarity with SharePoint/Teams and PDF tooling

Responsibilities

• Own end-to-end proposal development for DoD and Federal pursuits.
• Develop schedules, outlines, compliance matrices, and templates.
• Lead diverse proposal teams to achieve high-quality, on-time submissions.
• Conduct structured color reviews to improve proposal quality from draft to final.
• Translate win strategy into compelling narratives addressing evaluator criteria
• Manage post-submittal deliverables including clarifications and FPRs.
• Coordinate with contracts, pricing, and legal for compliant submissions
• Serve as central point of contact for status, risk, and escalation
