Job summary

Woolpert is hiring a Proposal Manager to lead the proposal process for US federal opportunities, reporting to the Head of Industry Pursuits. You will coordinate cross-functional teams, manage schedules, and shape win strategies for competitive bids across government agencies such as US Army, USACE, NOAA, USGS, and VA.

The role emphasizes process leadership, content development, and thoughtful QA/QC, with mentorship of coordinators and interns in a fast-paced environment.

Qualifications

• BA/BS in relevant field; 5–8 years technical/AEC industry experience or 12+ years relevant AEC experience.
• Specific federal/government proposal experience and federal contracting vehicle knowledge (SF330, GSA, IDIQ, OASIS+ BPA, OTA, etc.).
• Strong interpersonal, verbal and written communication; ability to work in a team and develop relationships.
• Strong attention to detail; ability to prioritize multiple deadlines.
• Proficient with Microsoft Office, InDesign, and Adobe Acrobat.

Responsibilities

• Lead proposal process: analyze solicitation, develop pursuit schedule, coordinate content development, and engage resources.
• Develop draft proposals and lead color review meetings.
• Ensure QA/QC processes and compliance.
• Coordinate interviews and prep with marketing and creative teams.
• Manage opportunity, project and staff data in ERP.
