Job summary

T. White Parker seeks a Financial and Budget Analyst to support a federal civilian agency's IT investment portfolio in preparing accurate, executive-ready financial communications.

You will draft narratives, CBJs, and 508-compliant materials, while coordinating with cross-functional staff in a fast-paced federal budget environment. Responsibilities include preparing budget briefs, dashboards, and briefings for senior leaders, supporting CPIC governance, and ensuring timely delivery of all

Qualifications

  • Bachelor's degree in Finance, Accounting, Economics, Communications, or Business with 24 semester hours in quantitative or related disciplines.
  • Minimum of 5 years of federal contracting experience in financial tracking, cost analysis, or federal budget writing.
  • Demonstrated experience authoring or supporting federal budget narratives, CBJs, or OMB submission materials.
  • Familiarity with FITARA, OMB Circulars A-11/A-130, and federal IT portfolio financial reporting standards.
  • Strong technical writing and executive communication skills; proficiency in MS Office and Google Platform.
  • Ability to obtain and maintain a Public Trust Security Clearance; U.S. citizen or lawful permanent resident; ability to work in the U.S. without sponsorship.

Responsibilities

  • Draft, edit, compile, and refine federal budget documentation across the budget lifecycle (CBJs, BIBs, etc.).
  • Prepare formal responses to Congressional and Departmental budget inquiries.
  • Support Governance Boards with financial dossiers, briefings, and action-item trackers.
  • Develop executive budget briefings, dashboards, and budget accomplishment summaries for leadership.
  • Coordinate delivery of 508-compliant financial exhibits and briefing packages.
  • Gather source data from cross-functional staff to support narratives and executive communications.
  • Assist with ad hoc federal budget writing as directed by the Program Manager.
