The Program Manager/Senior Financial Manager serves as the Program Manager and the Senior Financial Lead overseeing overall contract performance for a financial and advisory support engagement supporting a federal civilian agency's information technology investment portfolio. This position owns overall contract performance, staffing, and quality assurance across all task areas- including CPIC and portfolio financial management, PPBE (Planning, Programming, Budget, and Execution) support, and executive financial governance and federal budget writing - and is the client’s primary point of contact for program performance and staffing matters.
Demonstrable expertise in federal financial management, oversight, and related regulations. Strong leadership, organizational, and analytical skills, with sound business judgment and the ability to manage competing priorities across multiple task areas. Must demonstrate the ability to oversee cross-functional teams, communicate effectively with senior government stakeholders, maintain accountability for contract-level financial and quality performance, and consistently follow through on commitments.
This position operates in a professional office environment at a client site in Washington, DC. Work is primarily performed indoors with artificial lighting and requires prolonged periods of sitting and computer use, with occasional standing, walking, bending, reaching, and lifting of standard office materials. Contractor personnel must maintain secure remote access capabilities to support continuity of operations during inclement weather or facility closures.
