Job summary

ActioNet is seeking a Program Manager to support Federal Civilian programs requiring Public Trust clearance in the Washington D.C. metro area. Hybrid work with travel to Vienna, VA and Suitland, MD.

The role is a full-time position serving as the primary POC for a contract delivering Cloud, AI, Data, and Digital Transformation services. Salary Range $150-175K annually. The ideal candidate will lead diverse teams, engage executives, shape innovative solutions, and drive successful delivery of

Qualifications

• Eight (8) or more years as a Program Manager for the Federal Government.
• Five (5) or more years managing and leading large Enterprise IT teams utilizing ITIL and Agile methodologies.
• PMP certification.
• Managed a team of 40+ IT professionals.
• Good interpersonal, problem-solving, and time management skills.
• Demonstrated experience in full development life cycle development standards and best practices for quality assurance.
• Demonstrated experience managing program budgets, staffing, schedules, risks, and contract deliverables.
• Strong attention to detail, organizational skills, and a commitment to quality.
• Excellent communication, presentation, and relationship management skills.
• Ability to translate business challenges into innovative technical solutions.
• Ability to work independently and collaboratively within cross-functional teams.

Responsibilities

• Serve as a Point of Contact (POC) for all contract services, deliverables, and customer engagements.
• Lead contractor teams supporting large-scale Federal IT, Cloud, AI, and Data Science programs enabling enterprise modernization initiatives.
• Organize, direct, and manage contract operation support functions involving multiple contract tasks.
• Provides leadership and direction for Program and project management staff, providing client and project management support, leading to high-quality client delivery.
• Build and maintain trusted advisor relationships with government executives, technical stakeholders, and business leaders.
• Collaborate with customers to develop strategic roadmaps for AI adoption, cloud transformation, data modernization, and operational efficiencies.
• Develop and implement standardized reporting, KPI dashboards, executive briefings, and program performance metrics.
• Monitor program schedules, budgets, staffing plans, risks, and deliverables to ensure successful execution.
• Manage program financial performance including forecasting, staffing, subcontractor coordination, and profitability objectives.
• Lead customer presentations, technical strategy discussions, and executive-level program reviews.
• Coordinate with internal business units, delivery teams, capture teams, and external partners to ensure program success and growth alignment.
• Mentor and develop project managers and technical leaders while fostering a collaborative, innovation-focused culture.
• Drive continuous improvement initiatives focused on automation, operational efficiency, customer experience, and service quality.
• Maintain overall programmatic responsibility of the contract
• Maintain and manage senior-level client/organizational interface
• Ensure satisfactory performance of contract task areas
• Ensures that projects adhere to ActioNet’s Quality Management System, including ActioNet tools and industry best practices, and that adequate status reporting, reviews, and other control tools are employed to keep projects on track and customers fully informed of status
• Ensures that risks and issues identified are driven to closure. Serves as an initial escalation point for issues escalated from the project teams
• Implements cross-project/cross-organization reporting. Develops standards and drives implementation of consistent project-level reporting among PMs.
• Strategically work with cross-functional teams to provide innovative, customer-focused experiences
• Identify, shape, and help capture new business opportunities, task orders, and growth initiatives within existing customer environments.
