Job summary

R3 LLC is seeking a seasoned Project Manager to lead large-scale federal technology modernization initiatives. You will coordinate cross-functional teams, manage schedules and risks, and ensure delivery of complex solutions that improve operations, user experience, data integrity, and outcomes.

The ideal candidate will have PM expertise in software development, cloud platforms, and organizational change, serving as the primary liaison among business stakeholders, technical teams, and leadership.

Qualifications

Bachelor's degree in Business, IT, PM, CS or related field preferred.
5+ years of project management experience leading technology-focused initiatives.
PMP certification required.
SAFe Scrum Master Certified certification required.
Experience managing Salesforce implementations and cloud applications.
Experience supporting federal IT modernization programs (HUD or similar).
Experience with Agile, Scrum, Waterfall, or hybrid methodologies.
Strong planning, budgeting, risk management, and resource allocation skills.
Experience supporting cloud-based platforms and enterprise apps.

Responsibilities

Lead multiple concurrent technology and modernization projects from initiation through deployment and operational transition.
Develop and manage project plans, schedules, milestones, dependencies, and resource allocations.
Coordinate activities across engineering, operations, cybersecurity, infrastructure, QA, and business teams.
Facilitate governance, steering committees, status meetings, and executive briefings.
Monitor scope, risks, issues, and dependencies; drive timely resolution.
Support Agile delivery practices including sprint planning and backlog management.
Manage project budgets, labor utilization, and performance metrics.
Coordinate system implementation, testing, deployment, and transition-to-operations.
Oversee change management, communications, training, and stakeholder engagement.
Support data migration and system integration initiatives including planning and cutover.
Produce and maintain project documentation, status reports, risk logs, lessons learned, dashboards.
Ensure compliance with policies, processes, and quality standards.
Build strong relationships with clients and teams; identify process improvements.
