Qualifications

  • At least six years of federal position-classification experience.
  • Experience writing, editing, evaluating, and classifying federal position descriptions.
  • Working knowledge of OPM classification standards and the Factor Evaluation System.
  • Ability to interpret and properly apply Government policies, regulations, directives, and classification guidance.
  • Strong analytical, written communication, and oral communication skills.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Ability to successfully complete Government-required background, credentialing, and system-access processes.

Responsibilities

  • Write, revise, and evaluate federal position descriptions and associated classification documentation.
  • Tentatively classify positions in accordance with OPM standards and applicable GS and Federal Wage System guidance.
  • Conduct job evaluations using OPM’s Factor Evaluation System and applicable agency policies.
  • Compare position descriptions with classification standards and similar positions to ensure consistency in title, series, grade, and compensation determinations.
  • Prepare clear, defensible evaluation statements and advisory notes for complex decisions.
  • Conduct job audits and gather information to assess duties and relationships.
  • Edit existing position descriptions and develop new classification language.
  • Submit draft and revised documents to subject-matter experts for review and approval.
  • Upload classification documents into Coast Guard classification system.

About the ProgramDynamic Systems Technology, Inc. (DysTech) is seeking an experienced Federal HR Classification Specialist to support the U.S. Coast Guard’s Civilian Human Resources Office. This program supports the Coast Guard’s growing civilian classification workload and broader workforce-management mission.About the RoleMust be located in the Washington, DC area. Potential for client-approved remote work.In this role, you will perform substantive federal position-classification work that directly affects organizational structure, position responsibilities, and compensation levels across the Coast Guard’s civilian workforce. You will write and revise position descriptions, conduct job evaluations, apply Office of Personnel Management classification standards, and prepare well-supported classification determinations and evaluation statements.This position is well suited for an experienced federal classification professional who can independently analyze complex positions, exercise sound judgment, and clearly explain classification decisions. The primary place of performance is USCG Headquarters in Washington, DC, with potential for Government-approved remote work for appropriate tasks.Key ResponsibilitiesTasks include but are not limited to:Write, revise, and evaluate federal position descriptions and associated classification documentation.Tentatively classify positions in accordance with OPM classification standards and applicable General Schedule and Federal Wage System guidance.Conduct job evaluations using OPM’s Factor Evaluation System and applicable DHS and Coast Guard policies.Compare position descriptions with classification standards and similar positions to promote consistency in title, series, grade, and compensation determinations.Prepare clear, defensible evaluation statements, including advisory statements for complex or precedent-setting classification decisions.Conduct job audits and gather information needed to accurately assess position duties, responsibilities, and organizational relationships.Edit existing position descriptions, develop new classification language, and prepare related workforce profiles.Submit draft and revised position descriptions to subject-matter experts, command advisors, and organizational stakeholders for review and approval.Upload classification documents and supporting information into the Coast Guard’s position-classification system.Interpret and apply federal classification policies, regulations, directives, and established precedents.Required QualificationsAt least six years of experience performing federal position-classification support comparable to the responsibilities described above.Demonstrated experience writing, editing, evaluating, and classifying federal position descriptions.Working knowledge of OPM classification standards and the Factor Evaluation System.Ability to interpret and properly apply Government policies, regulations, directives, and classification guidance.Strong analytical, written communication, and oral communication skills.Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.Ability to successfully complete Government-required background, credentialing, and system-access processes.Preferred QualificationsExperience classifying General Schedule, supervisory, team-leader, or Federal Wage System positions.Experience preparing evaluation statements for complex or precedent-setting classification decisions.Previous classification experience supporting DHS, the Coast Guard, or another federal civilian HR organization.Experience working with federal electronic position-classification systems.Work Location and FlexibilityThe primary work location is the Douglas A. Munro Coast Guard Headquarters Building in Washington, DC. The position offers potential for remote or telework flexibility when approved by the Government and appropriate for the assigned work.
