Federal Construction Project Manager
The Federal Construction Project Manager is responsible for managing federal construction projects from buyout through completion, including client coordination, scheduling, subcontractor management, contract administration, and project documentation. This position plays a key role in ensuring projects are delivered safely, efficiently, and in accordance with contract requirements while maintaining strong relationships with clients, subcontractors, and field teams.
Essential Duties and Responsibilities
- Manage federal construction projects from buyout through project delivery, ensuring compliance with contract requirements, schedules, budgets, and company standards.
- Serve as a primary point of contact for clients, maintaining strong relationships and coordinating project communication and issue resolution.
- Lead project buyout activities, including preparing subcontractor scopes of work, soliciting subcontractor participation, and coordinating subcontractor agreements.
- Coordinate and manage project superintendents, subcontractors, vendors, and other project stakeholders.
- Develop, maintain, and update project schedules using Critical Path Method (CPM) scheduling practices.
- Prepare schedules of values (SOVs) and track project progress, costs, and performance using construction management software.
- Manage project submittals and Requests for Information (RFIs), ensuring timely review, documentation, and resolution.
- Participate in production, progress, and quality control meetings to coordinate project execution and address project needs.
- Prepare detailed change order estimates and proposals and support negotiations and resolution of contract changes and related issues.
- Maintain accurate and complete contract documentation, project correspondence, records, and supporting documentation.
- Coordinate with field teams to identify project risks, resolve issues, and support successful project delivery.
- Conduct regular project site visits and maintain awareness of field conditions, progress, quality, and safety requirements.
- Maintain and foster positive relationships with clients, subcontractors, vendors, government representatives, and business partners.
- Perform additional project management duties as assigned in support of the Federal Services team.
Qualifications
- Minimum 5 years of project management experience on government construction projects, preferably with project values ranging from $100,000 to $5 million.
- 3-5 years of practical field construction experience as a tradesperson, foreman, field engineer, superintendent, or in a related position on commercial or government construction projects.
- Strong working knowledge of federal construction practices, procedures, contract administration, and safety requirements.
- Experience developing and maintaining Critical Path Method (CPM) schedules using Primavera, SureTrak, Microsoft Project, or similar scheduling software.
- Ability to prepare subcontractor scopes of work, detailed change order estimates, and project proposals.
- Proficiency with Microsoft Office Suite, including Word, Excel, and Outlook, and Adobe applications.
- Strong organizational, communication, documentation, and problem-solving skills.
- Ability to manage multiple priorities, deadlines, subcontractors, and project requirements simultaneously.
- Ability to meet government access and security requirements for work on federal installations.
- Ability to travel to assigned project locations approximately 1-2 days per month.
- U.S. citizenship and successful completion of required drug screening.
Preferred Qualifications
- Degree in engineering, construction management, architecture, or a related field.
- Experience with the SBA 8(a) program and federal contracting environment.
- Experience using construction project management software.
- Experience managing federal infrastructure and vertical construction projects.
