Boutique Recruiting is seeking an experienced Project Manager to lead large-scale federal construction programs in California. You will own estimating through closeout, manage budgets, schedules, procurement, and contract administration while ensuring safety and regulatory compliance.

Ideal candidates have 5+ years of vertical federal construction PM experience, including design-build with agencies such as USACE, NAVFAC, or USAF. US citizenship and a valid driver's license are required.

Job description

Position Title: Project Manager

Take ownership of complex federal construction projects where your decisions directly impact schedule, cost, quality, and overall project success. We are seeking an experienced Project Manager to lead large-scale vertical federal construction projects, overseeing everything from estimating and bidding through execution, financial performance, and closeout.

This role will manage projects ranging from approximately $5M–$30M and serve as a key point of contact for federal clients, project teams, subcontractors, and internal leadership. You will take ownership of budgets, schedules, procurement, contract administration, reporting, and field execution while ensuring projects meet stringent safety, quality, and regulatory requirements.

The ideal candidate brings at least five years of project management experience within vertical federal construction, including design-build projects for agencies such as USACE, NAVFAC, or USAF. You should be a proactive communicator, technically strong, and comfortable taking full ownership of complex projects from start to finish.

Salary Range: $145,000 - $180,000 / Year DOE

Responsibilities

  • Lead all aspects of assigned federal construction projects, including estimating, bidding, planning, execution, reporting, and closeout
  • Develop project budgets, cost estimates, proposals, and bids while monitoring profitability, revenue, margins, costs, and overall financial performance
  • Manage project schedules, procurement, materials, equipment, labor and subcontractor resources to keep projects on track
  • Oversee submittals, RFIs, permits, design changes, contract modifications, change orders, and required project documentation
  • Review construction drawings, specifications, schedules, environmental requirements, and quality standards to ensure accurate project execution
  • Serve as a primary client contact while directing project staff, including project engineers, superintendents, quality control managers, and safety managers
  • Ensure projects comply with contractual requirements, safety standards, and applicable municipal, state, and federal regulations

Requirements

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field
  • 5+ years of project management experience within vertical federal construction, including design-build and tenant improvement projects
  • Demonstrated experience managing federal projects for USACE, NAVFAC, USAF, or similar agencies, ideally within the $5M–$30M range
  • Experience with RMS document control and federal project reporting requirements
  • Strong knowledge of budget preparation, cost estimating, scheduling, fiscal management, and contract administration
  • Ability to read and interpret construction drawings, plans, and specifications with excellent technical writing and professional communication skills
  • U.S. citizenship and a valid driver’s license required

Preferred Qualifications

  • PMP certification
  • Experience with civil construction in addition to vertical construction
  • Strong estimating and bidding capabilities
  • Experience with Sage/Timberline, HCSS, Oracle Primavera P6, Microsoft Project, Bluebeam, and Microsoft 365
  • Engineering degree from an ABET-accredited program
  • Experience with sustainable renovation and ground-up construction
