Job summary

Inter-American Development Bank seeks a PEC Consultant to support project execution in FCCV settings. The role focuses on identifying, analyzing, and documenting operations that face FCV-related risks, mapping projects across countries and sectors, and advising on design and execution improvements.

Requirements include a master's or equivalent in relevant fields, at least eight years of development operations experience, and fluency in Spanish and English.

Qualifications

• Master's degree or equivalent advanced degree in economics, public policy, development studies, political science, statistics, geography, or related fields.
• At least eight years of relevant professional experience in development operations analysis, project implementation, public investment, or FCCV contexts.
• Proficiency in Spanish and English; knowledge of French and/or Portuguese is preferable.
• Citizenship: must be a citizen of one of IDB's 48-member countries.

Responsibilities

• Generate IDB-specific evidence on execution and supervision challenges in FCCV pockets for sovereign-guaranteed investments.
• Estimate additional costs of executing and supervising IDB-financed operations in FCCV settings.
• Document FCCV constraints, response measures, and their implications through case studies.
• Identify and formulate operational recommendations to strengthen design, implementation, supervision and evaluation of operations in FCCV contexts.
• Produce findings and recommendations that inform IDB fiduciary, financial management, and procurement guidance for FCCV, emergency, and small island developing state contexts.
