Job summary

Inter-American Development Bank is seeking a PEC consultant for CWUIC subsidy mechanism design and financing strategy. Remote work location; global stakeholder engagement and concept development for premium affordability under CWUIC SP.

The role requires leading feasibility analyses, coordinating with CWUIC/CCRIF, and outlining funding pathways with potential sources such as climate funds and related instruments. 6-month consultancy with international collaboration.

Qualifications

• Master’s degree or equivalent advanced degree is required.
• At least five years' progressive experience in feasibility assessments, financial and institutional analysis, or advisory work in water, climate, or infrastructure sectors.
• Experience with international financing mechanisms (climate funds, multilateral development banks) is highly desirable.
• Proven ability to facilitate dialogue and coordinate inputs among multiple stakeholders.
• Familiarity with parametric insurance and/or risk financing instruments is an asset.

Responsibilities

• Conduct a targeted review of existing subsidy mechanisms and financing approaches.
• Develop a framework for the design and implementation of a CWUIC subsidy mechanism.
• Facilitate discussions with CWUIC stakeholders and assess feasibility and risks of subsidy options.
• Engage early with potential funding sources (e.g., GCF, Loss and Damage Fund).
• Prepare an initial concept note outlining the subsidy mechanism and funding pathways.
• Develop presentation materials for stakeholders and funding partners.

Education

Master’s degree (or equivalent) in Economics, Finance, Public Policy, Environmental Management, Disaster Risk Management, Business Administration, Engineering, or related fields
