Job summary

Maricopa County is seeking a skilled Fatality Management Coordinator in Emergency Management to develop plans for preparedness, response, and recovery from unusual emergencies. You will support planning, training, and exercises from the County's state-of-the-art EOC, working with partner jurisdictions, tribes, and agencies to strengthen regional preparedness and response.

• Two years of professional experience in program or project management in emergency management.
• Bachelor’s degree in emergency management, public or business administration or related field.
• Combination of education and / or experience may substitute on a year-for-year basis.

Responsibilities

• Lead and assist in planning and implementation of Department programs, projects, and initiatives including regional fatality management workshops.
• Develop and maintain emergency management plans and procedures for mass casualty and fatality management.
• Manage COOP program and conduct trainings, drills, and exercises.
• Conduct after-action reviews and implement continuous improvement after exercises and activations.
• Serve as 24/7 on-call duty officer on a weekly rotation.
• Collaborate with local, state, tribal, and federal agencies and partners.

You will be at the forefront of regional safety, helping prepare for and respond to a diverse range of challenges, from extreme heat and flash floods to wildfires, major special events, and complex all-hazards emergencies.

In this critical role, you'll develop and maintain emergency plans, provide technical expertise in All Hazards, support training and exercises, and collaborate with Maricopa County, partner cities, towns, tribal nations, and other emergency management stakeholders to strengthen regional preparedness and response. You'll do this work from our state-of-the-art Emergency Operations Center, opened in 2025. This high-tech command hub features advanced video walls for real-time situational awareness during active emergencies, plus access to an on-site fitness center to support your wellness and work-life balance.

We Require Two years of professional experience in program or project management in emergency management

Bachelor’s degree in emergency management public or business administration, or a related field

A combination of post-secondary education and/or job‑related experience may substitute for the minimum qualifications on a year‑for‑year basis

Other Requirements

• Valid Arizona driver's license upon hire
• Completion of FEMA IS-100, IS-200, IS-300, IS-400, IS-700, IS-800, IS-120.c, IS-230.d, IS-235.c, IS-240.b, IS-241.b, IS-242.b, IS-244.a, and IS-2200 or the ability to complete within one year of the hire date
• Experience utilizing National Incident Management System (NIMS), Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and Homeland Security Exercise and Evaluation Program (HSEEP)
• Works a rotational schedule as an on‑call duty officer on a recurring basis after hours and on weekends
• We Also Value Master’s degree in emergency management or Homeland Security from an accredited college or university
• Experience working in local, state, tribal, or federal emergency management
• Experience working in an Emergency Operations Center during a disaster or emergency
• FEMA Professional Development Series (PDS) and Advanced Professional Series (APS) Certificates of Completion
• Completion of or progress toward the International Association of Emergency Managers (IAEM) Certified Emergency Manager or Associate Emergency Manager
• Operate and maintain emergency warning and notification systems

Job Contributions

• Lead and assist in the planning and implementation of Department programs, projects, and initiatives to include the regional fatality management collaborative workshops and preparedness planning
• Develop, update, maintain, and evaluate the emergency management plans, standard operating procedures, and manuals for the County’s mass casualty and fatality management program, including the Fatality Management Plan and Family Reception Center (FRC) and Family Assistance Center (FAC) Manuals; review policies and programs to ensure compliance with federal, state, and local laws
• Manage the Continuity of Operations (COOP) program for the Office of the Medical Examiners (OME), including maintaining and updating OME’s COOP plan and conducting COOP trainings, drills, and exercises
• Conduct after-action reviews and implement continuous improvement initiatives following exercises and real‑world activations
• Provides support to County departments, Jurisdictions, Tribal, and other stakeholders on best practices, principles, and concepts related to disaster preparedness, mitigation, response, and recovery
• Serve as the 24/7 on-call duty officer on a weekly rotating basis by providing responsive customer service and maintaining regional situational awareness
• Serve as essential personnel in the County, partner city, town, and tribal nation's Emergency Operations Center (EOC) during emergencies and exercises on a 24/7 basis
• Foster collaborative relationships with local, state, and federal agencies, healthcare organizations, educational institutions, non-profits, and community partners and serve as a department liaison
