The Facility Manager is responsible for overseeing and monitoring the day-to-day operations of the Tarrant County 9-1-1 District (TC9-1-1) buildings or facilities, including maintenance, repairs, cleaning, and utilities, ensuring the workplace is safe, compliant with regulations, and well-maintained by managing budgets, coordinating with contractors, and supervising outsourced resources involved in facility upkeep; essentially ensuring the building functions properly for its occupants, including District employees.ESSENTIAL JOB FUNCTIONS

  • Identifies, assesses, and mitigates risks within the facility to protect assets, personnel, and operations.
  • Conducts weather inspections, preparing thefacilities for changing weather conditions.
  • Maintains day-to-day operations of facilities, including performing routine inspections, maintenance, and making repairs,reducing the potential for major problems, extending the lifespan of equipment, and avoiding costly breakdowns.
  • Ensures the safety and cleanliness of interior and exterior areas, such as offices, conference rooms, parking lots, and outdoor recreation spaces. May perform tasks such as painting, changing lighting, removal of debris from outside, cleaning gutters, etc., for the building's upkeep.
  • Works on advanced tasks (e.g., vendor contact, escalations) independently. Serves as a facility specialist in a major area of operations (e.g., electrical, mechanical, appliances, plumbing, audiovisual (AV), fire protection, electrical distribution, controls, generators).
  • Possesses an understanding of mission-critical system operations. Operates all systems and equipment safely and professionally.
  • Schedules inspections, preventative maintenance, and both routine and emergency repairs with external vendors as needed.
  • Manage building status using building management and monitoring systemsto monitor site status, analyze past and current events, as well as other processes, and identify and troubleshoot alarms.
  • Supervises outsourced staff and establishes the scope of work and deliverables for external contractors, including custodians, technicians, groundskeepers, etc.
  • Serves as the point-of-contact for facility-related contracts,overseeing vendor performance, ensuring quality of service and adherence to contractual obligations, finding solutions to contractual issues in a timely manner, and optimizing facility operations and maintenance services.
  • Performs various daily inspections and validations of equipment performance, documenting parameters while maintaining and comparing logs to identifydiscrepancies and trends.
  • Develops standard operating procedures andO&M work plans, as well as assigned work, activities, projects, policies, and procedures by all O&M-related vendors, suppliers, and service contractors. Document and escalate instances of poor performance.
  • Establishes procedures, including rapid response frameworks and communications protocols, swiftly resolving emergency repairs and minimizing disruptions to the workplace.
  • Ensures proper physical security measures for the workplace, including collaborating with the District's internal team of security professionals and security system vendors, if needed.
  • Collaborates with upper management on budgeting, contracts, procurements, and expenditures for the needs of the facility.
  • Creates reports on systems status, maintenance, repairs, safety, vendor responsiveness, and other occurrences for supervisors and other relevant staff.
  • Conducts regular safety audits and organizes training for staff on safety.
  • Keeps the TC9-1-1 compliant with regulations, including but not limited to the fire safety codes from the National Fire Protection Association (NFPA), accessibility requirements under the Americans with Disabilities Act (ADA), OSHA, and EPA rules.
  • Monitors and optimizes energy usage within the facilities to reduce costs and support sustainability efforts to become greener.
  • This position is a 24x7 on-call position.Able to respond to emergency calls and physically report to work to handle emergencies during non-working hours, if needed.
  • Performs other related job duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge and Skills:
  • Excellent verbal and written communication skills.
  • Demonstrates the ability to read blueprints and mechanical drawings and updates these documents digitally as changes occur.
  • Excellent interpersonal and customer service skills and a team approach to work.
  • Ability to listen and understand essential information.
  • Ability to follow oral and written instructions.
  • Ability to perform detailed, accurate work in a timely manner.
  • Proficient in Microsoft Office Suite or related software and office equipment (copier, fax machine, etc.).
  • Excellent attention to detail.
  • Demonstrates excellent time management, organizational, and multi-tasking skills.

  • Demonstrates good professional judgment and problem-solving skills.
  • Demonstrates flexibility and adaptability.
  • Knowledge of basic accounting and finance principles.
  • Knowledge of procurement and contractual management.
  • Possesses proficient knowledge in the maintenance of building systems, including HVAC and plumbing.
Education and Experience:
  • A degree in facilities management,engineering, business administration, architecture, or a related degree or an equivalent combination of education, training, and experience is required.
  • Two years of proven experience in a property management role.
  • Experience and education may be substituted for one another.
  • Prefer the possession of a facility manager certification, such as the Certified Facility Manager (CFM), Facility Management Professional (FMP), OSHA certifications, and other certifications related to facility services (HVAC, plumbing, electrical, septic, etc).
WORKING CONDITIONS (including physical demands)
  • Must have the ability to observe details at close range and communicate information.
  • Prolonged periods working in conditions that may be unusually warm or cold.
  • Stretch, reach, or lift objects or materials that may be up to 40 pounds in weight.
  • Ability to travel to pick up equipment if needed.
  • This position may require specialized clothing or the use of common personal protective equipment.
  • Possesses a current valid driver's license and the ability to operate a motor vehicle.
