Position Description/Summary:
Assigned to provide functional guidance and direction in Facilities Operations & Management. Provides technical guidance and administrative direction to multiple sites and buildings. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate designs as well as work processes. Will also be responsible for reviewing project plans and specifications for constructability, conformance to regulatory requirements, and productivity improvement. Provides consultation and guidance to large and complex project work areas as required. Performs duties with a high degree of latitude, exercising independent judgment and reason.
Duties:
- Oversee O&M support provided to all Business Line (BL) contracts and ensure continuous operation of all building systems, including critical infrastructure.
- Provide functional guidance and technical direction.
- Manage and ensure compliance with industry requirements for all aspects of MEP, FLS, VTE, and OSHA through direct engagement with Program and Project Managers.
- Support supervision and management of Program/Project Managers, engineers, and maintenance staff.
- Create and update a documented maintenance plan including preventive, predictive, and reactive procedures.
- Develop and implement SOPs, MOPs, and other processes across all BL contracts.
- Participate in client and contract team communications, virtually and in person.
- Lead, create, and manage O&M budgets and participate in overall operating budget processes at both corporate and contract levels.
- Oversee management and performance evaluation of contractors/vendors; monitor and document performance with the QC team.
- Ensure timely and effective responses to emergencies and service calls across the BL.
- Coordinate regularly with the corporate Safety and Occupational Health Manager.
- Lead ongoing technical, safety, and operational training programs and procedures.
- Participate in business development activities, including solicitation review, RFP support, proposal input, site walks, and pricing.
- Review contractual documents such as Scope of Work, RFP, and Information Report.
- Ensure proper operation of all mechanical, electrical, plumbing, and control systems at optimal performance levels.
- Support and oversee large, complex facilities and maintenance projects.
- Contribute to organizational strategy and implementation of initiatives.
- Maintain clear and timely communication with customers at the contract level.
- Ensure contracts are maintained and services scheduled to maintain operational continuity.
- Work with building occupants and safety personnel to understand critical needs and develop risk mitigation plans.
- Track corrective actions and follow up until issues are resolved.
- Establish and update contact procedures for system interruptions, equipment malfunctions, or emergencies.
- Provide technical assistance during emergency incidents as needed.
- Develop guidelines and procedures for QA/QC programs.
- Monitor project execution to promote continuous improvement.

- Provide leadership and guidance to all BL team members.
Required Experience & Skills:
- Minimum 10 years of progressive experience in Infrastructure Operations and Management.
- Vocational or technical training in a related MEP field.
- Professional licensing in relevant trade areas.
- Extensive experience managing highly technical facilities such as hospitals, research facilities, or data centers.
- Experience managing multiple projects and tasks simultaneously.
- Supervisory experience, including planning, scheduling, and supervising complex maintenance projects.
- Broad knowledge of all building trades.
- Knowledge of DDC systems.
- Problem-solving skills related to HVAC, Electricity, Plumbing, and building maintenance.
- Leadership skills.
- Excellent oral and written communication skills.
- Interpersonal skills for engaging with diverse groups and sharing knowledge effectively.
- Computer skills, including Microsoft Office, building control software, and basic hardware troubleshooting.
- Ability to coordinate large building or grounds programs.
- Ability to interpret blueprints, plans, and specifications.
- Cost estimation and project timeline skills.
- Knowledge of engineering, materials, and construction methods.
- Understanding of technical issues and costs related to design features and requirements.
- Knowledge of industry, government, and environmental standards and laws.
- Experience in work planning, scheduling, and cost estimating.

Additional Experience:
- Federal contracting experience managing O&M contracts.
- CFM or PMP certification.
- Professional Journeyman/Master License in MEP trades.
- NICET or NATE certification.
- BAS/BMS operations and management.
- Fire Life Safety, Fire Alarm, and Fire Suppression management.
- VTE management.
- CFC Universal or equivalent.
- Backflow Prevention certification.
- Gas installations.
- Water treatment systems.
- Groundwater/Rainwater Reclamation systems.
- Roof Anchorage systems and compliance.
- Emergency Power systems.
- Instructor-level experience in MEP trades.
