Qualifications

• Bachelor's degree in Finance, Accounting, Business, Engineering, or related field; MBA or Master's in Finance strongly preferred.
• 15+ years of progressive finance leadership experience in shipbuilding or complex defense manufacturing and FP&A ownership at scale.
• Deep knowledge of FAR/DFARS, CAS, indirect rate structures, government audits (DCAA/DCMA), and compliance in regulated environments.
• Hands-on experience with EVMS, EAC development, program margin management, and recovery plans for cost/schedule variances.
• Strong command of GAAP, financial controls (SOX), and integration with ERP/MRP systems and BI tools.

Responsibilities

• Lead the enterprise budgeting cycle including AOP, Long-Range Plan, forecasts, and quarterly outlooks, aligning targets with baselines and strategy.
• Direct FP&A for all shipbuilding programs – consolidations, variance analysis, reporting, scenario modeling and investment prioritization.
• Oversee program finance and EVMS/EVM integration to ensure financial integrity of major contracts.
• Drive cost structure optimization, labor/overhead rates, buy vs make decisions, and productivity initiatives.
• Establish cash management strategies for WIP, progress payments, inventory turns, milestone billing, and working capital.
• Govern FAR/DFARS, CAS, DCAA audits readiness, indirect rate management, and SOX/internal controls.
• Partner with Contracts on pricing, BOE development, cost/price analysis, negotiation strategies for various contract types.
• Lead capital planning for shipyard investments with ROI/NPV analysis and digital transformation.
• Build executive dashboards for margin, cash, risk, backlog burn, and forecast accuracy.
• Provide executive decision support for portfolio trade-offs, risk mitigation, and recovery plans for distressed programs.
• Interface with external stakeholders and prepare board-level materials and program reviews.
• Foster a culture of accountability and continuous improvement.
