Job summary

PulteGroup is seeking a Director of Land Planning & Entitlement in Scottsdale, AZ to lead entitlement strategy and planning for major land development projects. This role collaborates with Land Acquisition, Legal, and Operations to ensure timely approvals and successful project handoffs.

The candidate will guide due diligence, budgeting, and value engineering while mentoring a team and maintaining regulatory compliance across jurisdictions. Strong leadership and negotiation skills are required.

Qualifications

• Requires broad management and leadership knowledge and 6–8 years of relevant experience.
• Advanced communication and negotiation skills are essential.
• Proven experience leading land planning and entitlement teams.

Responsibilities

• Lead the entitlement strategy and planning execution for large-scale land development projects.
• Oversee due diligence, feasibility, value engineering, and entitlement budgeting.
• Direct cross-functional collaboration with Land Acquisition, Development, Legal, and Operations teams.
• Serve as primary liaison with municipalities, regulatory agencies, and community stakeholders.
• Review and negotiate Purchase Agreements and joint development agreements.
• Manage and mentor a team of planning and entitlement professionals.
• Ensure compliance with permitting/regulatory documentation (SWPPP, NOI, NOT).
• Monitor zoning changes and policy developments to position the company for growth.
