Job summary

Harris County Pollution Control Services Department (HCPCS) seeks an Executive Director to lead and oversee all PCS operations, ensuring alignment with the department's mission and strategic plan. Qualifications

• Bachelor’s Degree in Environmental Toxicology, Environmental Science, Environmental Policy, Chemical Engineering, Chemistry, Biology, or a related field.
• Five years of experience supervising professional staff in relevant environmental enforcement fields, including policy, pollution control and response.
• Experience with environmental policy, pollution control and response.
• Master’s degree preferred in related fields.

Responsibilities

• Executive leadership: oversee PCS operations and staff by directing divisions and aligning with strategic plan.
• Budget and resource management: guide budget preparation and fiscal oversight of funds and grants.
• Programmatic and regulatory oversight: establish measurable goals and oversee environmental programs and operations.
• Compliance, enforcement, and permitting: ensure proper interpretation and application of environmental laws and enforcement actions.
• Environmental policy and legislative affairs: develop policies and advocate for changes with governing bodies.
• Intergovernmental and community partnerships: maintain relationships with agencies and other entities.
• Environmental response and legal support: provide leadership during emergencies and coordinate response efforts.
• Public and media relations: communicate environmental risks and PCS activities to the public.
