Job summary

Harris County Pollution Control Services Department (HCPCS) seeks an Executive Director of Pollution Control to lead all PCS operations, drive the department's mission, and implement strategies for environmental protection and public health. The ED will oversee permits, monitoring, inspections, budgeting, and intergovernmental relations.

The role requires strong leadership, policy expertise, and experience managing large teams and complex programs in alignment with county goals and federal/state

Qualifications

• Bachelor's degree in a related field or higher.
• Experience supervising professional staff in environmental enforcement or policy.
• Strong leadership, budgeting, and program management skills.
• Knowledge of environmental laws, regulations, and sustainability strategies.

Responsibilities

• Provide broad oversight of PCS operations and staff.
• Direct divisions through managers and supervisors; execute strategic plan.
• Oversee budget, grants, and fiscal management; allocate resources.
• Develop and advance environmental policy, compliance, and enforcement.
• Represent PCS to stakeholders and oversee community monitoring programs.
