Job summary

Multnomah County Health Department seeks an Integrated Clinical Services Director to provide executive leadership for a large, multi-site FQHC system with extensive regulatory and funding obligations.

The role reports to the Health Department Director and drives strategy, quality, financial sustainability, and equity across primary care, dental, behavioral health, school-based clinics, mobile services, and community care, in a complex, high-visibility setting.

Qualifications

• Requires strategic direction for a large, multi-site FQHC leadership role
• Experience guiding governance bodies and senior leadership teams
• Proven ability to manage complex budgets and funding streams
• Demonstrated leadership of diverse, union-represented workforces

Responsibilities

• Set strategic direction for Integrated Clinical Services and translate priorities into measurable goals
• Serve as FQHC executive director under governing board agreements
• Ensure clinical quality, regulatory compliance, and financial sustainability
• Lead budget development, revenue projections, and funding strategies
• Coach senior leaders and maintain alignment with county priorities
• Guide transformation across clinical programs, technology, and care delivery
