Job summary

The City of Virginia Beach seeks a Deputy Director of Housing and Neighborhood Preservation to lead federal contracts, compliance programs, and customer service operations within the department. This senior role oversees Rental Housing, Housing Development, and Compliance units, ensuring adherence to federal, state, and local housing regulations.

As a City Manager appointee, you will shape policies, drive housing initiatives, and engage with community partners to advance inclusive housing

Qualifications

Master’s degree in public administration, government operations, business management, government compliance, urban planning/studies or a related field.
At least 6 years of high-level management experience OR 12 years in related roles, with 5 years at program administrator level.
Experience with HUD-funded development/regulations and affordable housing programs.

Responsibilities

Support the Director in overseeing department operations, service agreements, and compliance with housing policies.
Ensure adherence to federal housing programs (CDBG, HOME, HOPWA, ESG, ARPA, HCV, CoC).
Oversee Rental Housing, Housing Development, and Contract/Compliance Management.
Develop and implement quality control measures, monitor program performance, and conduct audits.
Engage with stakeholders and partners to advance housing initiatives.
Represent the department in emergency planning and response.
Enforce customer service standards and manage satisfaction.
