The Charleston County Assessor's Office seeks an executive leader to direct property valuation and assessment across Charleston County. You will oversee valuation, reassessment, records, appeals, and public service while ensuring compliance with South Carolina law.

Qualifications

• Bachelor's degree preferred in Real Estate, Finance, Business Admin, Economics, Accounting, Public Admin or related field.
• Significant experience in property appraisal, assessment, taxation, or government administration.
• S.C. Certified Residential or Certified Commercial Real Estate Appraiser certification preferred.
• Progressive management or executive leadership experience.
• Knowledge of SC Code of Laws, SC Department of Revenue, SC Regulations, and USPAP.
• Experience with CAMA, GIS, tax-mapping, property-record, or related assessment technologies.
• Experience managing professional appraisal personnel.
• Strong written, verbal, analytical, and public-presentation skills.

Responsibilities

• Direct the overall operation of the Charleston County Assessor’s Office.
• Establish and maintain policies, procedures, performance standards, and internal controls.
• Manage office resources, technology, records, contracts, and operating budgets.
• Promote a professional, customer-focused environment for property owners and the public.
• Ensure operations comply with applicable federal, state, and county laws, regulations, policies, and standards.
• Oversee appraisal and assessment of real property throughout Charleston County.
• Ensure fair and equitable appraisal at market value or applicable special-use value.
• Direct analysis of real-estate sales, market trends, and property characteristics.
• Maintain accurate property records, tax maps, and assessment data.
• Oversee identification and listing of taxable property and changes to characteristics.
• Ensure reassessment activities comply with South Carolina law and Department of Revenue requirements.
• Represent Charleston County in property-tax appeals as needed.
• Oversee administration of legal residence and other special assessment programs.
